Prepare the Filling

Prepare the Peppers
- Cut the tops off the bell peppers and remove seeds. Slice them into rings about 1 inch thick.

Assemble the Dish

- Place the pepper rings in the dish and fill each ring with the meat and rice mixture.

Bake
- Cover the baking dish with foil and bake in the preheated oven for 25 minutes.
- Remove the foil and bake for an additional 5 minutes until the cheese is golden and bubbly.
